That unpronounceable song (or almost unpronounceable because it is easier to sing…) is part of the 1964 movie Mary Poppins and was written by the Sherman brothers who were two successful lyricists and composers often working for the Walt Disney Company and their theme parks.

The Sherman brothers defined that adjective as a synonym for fantastic, wonderful.
